When American and Iranian officials resume talks in Vienna on reviving the 2015 global nuclear deal, the folks driving the diplomacy are a common forged of figures, like some of the essential figures who negotiated the first accord performing to place it again with each other once again.
But if the members in Tuesday’s discussions are common, the context for the talks has improved sharply, as have some of the two sides’ aims. And though the steps wanted for Washington and Tehran to return to their commitments are somewhat crystal clear, the diplomatic choreography to get there is complex.
Negotiating the first deal was a vastly specialized effort and hard work aimed at inventing from scratch a set of nuclear restraints on Iran. These talks will be far more a test of political will.
